PERSONAL PROPERTY DECLARATIONS - TOWN OF BARKHAMSTED
WHO SHOULD FILE:
All owners of unregistered or out-of-state registered motor vehicles; all persons conducting business in Barkhamsted; farmers; and owners of leased equipment located in Barkhamsted.
WHAT SHOULD BE DECLARED:
ALL RESIDENTS TO DECLARE:
– Non-registered and out-of-state registered motor vehicles, campers and other vehicles per CGS Sec 12-71 as amended by 2024 Senate Bill 501, June Special Session, Public Act 24-1.
BUSINESSES and FARMERS ONLY TO DECLARE: All personal property (except inventory) owned by October 1, 2024 and/or used in the conduct of the business must be declared, including, but not limited to the following:
– Non-registered and out-of-state registered motor vehicles (also includes construction and farm vehicles)
– Non-permanent modifications or attachments for any commercial vehicle
– Manufacturing machinery and equipment
– Furniture, fixtures and equipment
– Electronic data processing (includes computers and peripheral equipment)
– Farm machinery and tools
– Mechanics tools
– Leasehold improvements
– Expensed supplies
– Leased equipment
– All other tangible personal property
All individuals owning and operating a business in the town of Barkhamsted including businesses that are being operated from home are required to file their list of personal property with the Assessor.
Reports are to be filed on an assessment year basis of October 1. Acquisitions between October 2 and December 31 apply to the next calendar year. (Example: acquisition made October 13, 2023 is reported in the year ending October 1, 2024.)
HOW TO DECLARE:
Complete the appropriate Personal Property Declaration forms. Instructions are included on the 2024 Full Form. All Personal Property Declaration Forms are available on the
Assessor’s page of the town’s website
www.Barkhamsted.US (Scroll down to click the “+” to the right of “Personal Property Information”) or you may contact the Assessor’s Office to have one mailed to you: 860-379-3600.
WHEN TO DECLARE:
File your Declaration no later than November 1, every year. Note: if using a Postage Meter, the envelope must also be cancelled by the USPS or include tracking information to show the date mailed as no later than Nov. 1, or the Declaration must be received by the assessor by November 1. Note, the Office is closed on Friday, November 1, 2024. Therefore, if you plan to hand deliver your declaration form, you will need to submit it by Thursday, October 31, 2024.
The Assessor may grant a filing extension for good cause (CGS §12-42). If an extension is needed, contact the Assessor in writing (or by email) prior to November 1, stating the reason for the extension.
LATE FILING NOTE: if a declaration is received after November 1, 2024 it will be considered late and will be subject to the 25% late filing Penalty unless it has been postmarked by the U.S. Postal Service (USPS) by November 1, 2024 or includes tracking information verifying that it was mailed by November 1, 2024. Also, an additional USPS cancelation or tracking information is required for declarations received after November 1, 2024 with postmarks using Pitney Bowes or any other in-house postal machine.
HOW TO DELIVER DECLARATION: Declarations can be delivered to the Assessor’s Office by hand, faxed, or mailed.

PENALTY: Failure to declare will result in a 25% penalty. Late filing will also result in a 25% penalty, unless an extension For Good Cause has been requested in writing by November 1, 2024.
